Yongnian: Competition Drives Fastener Upgrades

"Yongnian District accounts for 59.2% of China's fastener market and 29% of the global market—truly deserving the title of 'China's Fastener Capital.'" These words from Zhang Shangling, a Hebei Provincial Model Worker and President of the Fastener (Hardware) Committee of the China Staff Technical Association, underscore Yongnian District's central position in the global fastener industry. As the largest fastener production base and distribution center in China, Yongnian's fastener industry has become the region's most distinctive and dynamic pillar industry.

According to Zhang Shangling, Yongnian's fastener industry is vast in scale and deeply rooted. The district currently employs 340,000 people in the fastener industry, with 190,000 based locally in manufacturing. There are 16,376 manufacturing market entities, including over 270 enterprises with annual output exceeding 20 million yuan. Each year, Yongnian produces 7.1 million tons of fasteners tailored to diverse customer needs, generating over 50 billion yuan in annual output value. These products are sold both domestically and internationally, supporting a significant portion of the global fastener market.

As the industry expands and its share of domestic and global markets continues to grow, Yongnian's fastener industry faces higher quality requirements. The skill level of workers has become the critical factor determining industrial upgrading. "Product quality must keep pace with market position, and skilled talent must come first," Zhang Shangling admitted. Although local fastener industry associations and enterprises regularly conduct on-the-job training and technical competitions, these activities have been limited in scale. Participants are mostly employees from within the same company, making it difficult to achieve broad-based competition, fully stimulate skill improvement motivation, or accurately identify industry-wide skill gaps.

This challenge found its turning point with the enactment of Hebei Province's Regulations on Promoting Employee Vocational Skills Competitions in Enterprises. To fully stimulate enterprises' and employees' enthusiasm for skills competitions and cultivate more master craftsmen and highly skilled talent, the Handan Federation of Trade Unions and the Yongnian District Federation of Trade Unions introduced an innovative measure: including the fastener industry in the municipal-level employee vocational skills competition for the first time. This decision precisely aligns with industry development needs, aiming to accelerate innovation, deepen industry-education integration, and improve the skilled talent cultivation system through high-level competitions.

The core objectives of this municipal-level competition are to break through the skill bottlenecks constraining enterprise development, build pathways for high-skilled talent growth, stimulate employee innovation, and establish a solid technical foundation for high-quality development of Yongnian's fastener industry. The initiative has received strong support from Yongnian District's top leadership, with all parties working together to lay a solid foundation for the competition's implementation and subsequent impact.

From the industrial foundation of "China's Fastener Capital" to the innovative practice of upgrading skills competitions, Yongnian District is advancing its fastener industry toward higher quality through talent development as the primary lever. Industry insiders indicate that the introduction of the municipal-level vocational skills competition will effectively integrate industry resources, creating a positive environment of "promoting learning through competition, promoting practice through competition, and promoting excellence through competition."
